e

APPLICATION FOR SPECIAL USE PERMIT
SP-94 MISTER DONUT

Report #81-2
J a n u a ry 7, 1981
February 4 ~ 1981 (
'. '1~~

~'

PURPOSE

To consider a request for a special u~e permit for a sign plan for a
shopping center. ,

BACKGROUND

( APPLICANT:
LOCATION:

ZONING:
PREVIOUS COUNCIL ACTION:

Mister Donut

2400 County Road "E"
Shopping center located on the
northeast corner of Silver Lake
Road and County Road IIEII

B-3, General Business

The City.Council at its October 23,
1973 meeting a~proved a 39~ square
foot ground sign for the ]-11 store.
This approval was prior to the Cityfs
existing sign ordinance.

APPLICANTfS REQUEST

e

The applicant has installed a free-standing ground sign 19 feet in
height and 60 square feet in area without a permit to do so. The,
applicant is now applying for a permit for that sign.

STAFF COMMENT

.

ccording to Section 14-180 b.2. of the Zoning Code IIshopping center~
~hould be indentified by a single ground sign for the purpose of .
center identification. It should display no more than five (5) items
and identify the center, not advertise individual businesses therein."

The proposed sign (see attachmerit) reads "Mister Doriut", which is an
advertisement for one business and not identification for the shopping
center. The property owner of the center has agreed to the "Mister
'Donut" Company applying for the ground sign. (See a~tached letter).

The ~reas of special contrbl such as shopping centers allow the City
to negotiate Sign plans with the property owners. The request does
not specifically meet the regulations in the sign code. There might
however ,be rationale for supporting this request, such as:

'1. That this shopping center has never had identification for
the name of the center, the 7-11 store has been identified
on the ground sign;
2. Staff is unsure that the Shopping center has a name that
would identify the center;
3. That the' tenants of the center and property owner support
the request that Mist~r Donut be identified on the ground
sign; and' .
4. That p.ast sign plans approved by the City Council for
buildings with multiple occupancy of,smal1 si~e be allow~d
plates listing individual tenants. In this case the sign
plan would have a ground sign identifying, only one tenant.

,,~~-~--:...~-.~._---,-._---
