<br />f <br /> <br />. <br /> <br />Report #81- 68 <br />A p r il 7, 1981 , 45 <br />/1t <br />~ <br /> <br />APPLICATION FOR SPECIAL USE PERMIT <br />PDQ FOOD STORES OF MINNESOTA <br /> <br />e PURPOSE <br /> <br />e <br /> <br />e <br /> <br />To consider a request for a special use permit for the sale of <br />gasoline on a site zoned B-2, Neighborhood Business. <br /> <br />BACKGROUND <br />APPLICANT: <br /> <br />PDQ Food Stores <br />James Shelton <br /> <br />950 West County Road "0" <br /> <br />B-2, Neighborhood Business <br /> <br />Section 11-180 provides for the <br />sale of fuel by a special use <br />permit in a B-2 District. <br /> <br />Commercial to the east and apart- <br />ment building to the northwest. <br /> <br />LOCATION: <br />ZONIrfG: <br />CODE REGULATIONS: <br /> <br />SURROUNDING LAND USES: <br /> <br />STAFF COMMENTS <br /> <br />The proposed use does not appear to be the type of use that would <br />adversely affect adjacent properties. The site is located on a <br />heavily traveled street: County Road "0" and is surrounded by land <br />uses that generate a considerable amount of traffic into the area. <br />The traffic from the apartment complex and the adjacent commercial <br />uses will probably be serviced by this proposed gasbline sales. <br />Staff does not feel that the proposed use would substantially <br />increase new traffic into the area and therefore possibly adversely <br />affect surrounding uses. <br /> <br />Concerns were voiced by the Planning Commission about the present <br />traffic congestion on this site. The proposal should not sub- <br />stantially' increase the existing congestion. <br /> <br />Ramsey County Department of Public Works has submitted a letter <br />discussing the County Road "011 improvement project. The proposed <br />right-of~way acquisition does not directly relate to the proposed <br />installation of 2 gasoline pumps. The right-of-way acquisition will <br />possibly affect the number of parking spaces on the site. In the <br />area where the service island was proposed the applicant could <br />design only 4 to 5 parking spaces. It is staff's opinion that the <br />proposed right-of-way acquisition does not adversely or directly <br />affect the proposal for gasoline sales. <br /> <br />The plan indicates the area will be paved and concrete curbing will <br />be installed.
