The ordinance in question reads as follows: <br /> <br />"b. In areas of special control, the City Council <br />by special permit may establish special regulations <br />for signs which are more restrictive or'lessre'stric- <br />tive than those provided by this ordinance and a <br />table of basic design elements, having regard to the <br />character of the area of special control to which the <br />special permit will apply". <br /> <br />I have underlined the words "less restrictive" and these do <br />mean what they say that the Council has reserved to itself the <br />right to grant a special permit approving a broader use or broader <br />signing than is permitted under all portions of the ordinance, <br />including Section 2 concerning shopping centers.
