BILKO'S INC. <br /> <br />PURPOSE <br /> <br />To consider a request to use an existing commercial building as a dance/ <br />social hall. <br /> <br />BACKGROUND <br /> <br />APPLICANT: <br />LOCATIDN: <br />ZONING: <br />PROPOSED USE: <br /> <br />STAFF COMMENTS <br /> <br />Jim Hanna <br />553 9th Street NW <br />B-4, Downtown Business District <br />Dance Hall/Social Center <br /> <br />The Planning Commission reviewed this report on May 4, 1982 and May 18, <br />1982, The primary deficiency with the application has been parking. <br />The problem is still not resolved. <br /> <br />Attached is a copy of a site plan incorporating a part of the Skelly <br />Station property, applicants rear yard and the Clark Pbarmacy property. <br />There are only 28 spaces on this plan. The applicant has no long term <br />written agreements for this parking as requested by the Planning <br />Commission. With 200 seats the strict interpretation of the code <br />would require 100 spaces of which the applicant doesn't have even half. <br /> <br />In addition, the Planning Commission requested the applicant to present <br />rationale for why less parking is needed by this use. No such informa- <br />tion has been provided, Also, if the parking spaces could not be <br />obtained, the Planning Commission requested that the applicant reduce <br />the seating capacity. The applicant has noted to staff that this <br />option is not economically feasible, <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the Planning Commission recommends denial of <br />SP-104 by waiving the reading and adopting the attached resolution. <br /> <br /> <br />.~ <br /> <br />er, Clty Planner <br />
