Bilko's Inc.
and Jarres Hanna

Dear Council Members,

Mr. Hanna came to my office early this morning asking if I would write the council
a letter explaining what a "dry bar" is.

First off, I think itls an excellent idea for our community, in terms of people
that don't care to be around ~ sort-or-drinking of alcoholic beverages and for
those who are recovering from alcoholism or chemical dependency. The concept of
dancing, socializing and having fun without alcohol is exceedingly important for
many of our citizens.

In terms of financial gains, I see it as positive. The old Post Office would be
rented, soft drinks would be sold, including pineapple, ,coconut juice and other
natural juices. Also I would guess that potato chips, and other snack food would
be sold and hopefully down the road, hamburgers, hot dogs, and etc.

From the past "dry bars" and dancing facilities I've seen, the Old Club 84 in .
downtown Minneapolis and the Camel Club in Forest Lake, which seem to be doing quite
well at this time. The Camel Club hasn't had any big difficulties for the past 8
months and do not foresee any in the future.

I think that New Brighton's development is very progressive, and becoming more
sophisticated with its new developments, including the 'new hotel. A "dry bar"
would be bringing people in from other communities, which would give them the
oppor~unity to see what our city is like and hopefully to bring in revenue at
our local establishments.

Mr. Hanna seems very capable of handling such an establishment and I believe his
honesty and integrity are without question.

live recently been appointed to the Human Rights Conmission of New Brighton, so
perhaps this is my first strong recommendation, that we allow Mr. Hanna to open
a business called "Sgt. Bilko's Inc.".

Thank you for your consideration.

Si ncere ly,
(- (..'~ . \,,, /'" /~ -
....--~.<>Q4'.7. ~./~-4' .?c:-~-~.,~'

Larry Walstrom, CCDP
Human Rights Commission Member
