BILKO'S INC. <br /> <br />Chairman Williams opened the public hearing. <br /> <br />Staff reported that since the last Planning Commission <br />consideration on May 4, 1982, the applicant has not <br />presented any additional information regarding parking. <br /> <br />( <br /> <br />Jim Hanna, applicant, reported that he has met with <br />the Liquor Director and Mark Clark owner of the drug <br />store concerning additional parking. He also stated that <br />if the fence by the Skelly Station were removed there <br />would be additional parking spaces in that area. He noted <br />that he had not been able to meet with Gladys Walbon. <br />As requested by the Planning Commission, he set up a tour <br />of the Camel, Club in Forrest Lake on May 15, 1982 but no <br />one was able to attend. He stated that held be willing <br />to set up another tour on June 5, 1982, <br /> <br />Chairman Williams stated the parking situation is still <br />not resolved. He noted on the one space for every 2 <br />seats the applicant was 50 spaces short. He commented <br />that because of the lack of concrete information with <br />drawings showning parking and firm written committments <br />for parking the Planning Commission could not recommend <br />approval and send the application on to the Council. <br /> <br />Commissioner Baker stated that binding parking <br />committments that are long term should be obtained by <br />the applicant and not secured on a yearly basis. <br /> <br />Commissioner Weaver indicated that she drove around the <br />area and could not visualize where the applicant would <br />obtain the necessary parking. She noted that behind <br />Skelly there were numerous junk cars and a joint parking <br />area between Skelly and the applicant would probably <br />take a great deal of cooperation. She questioned if the <br />consideration of the special use permit should not <br />include paving and striping to assure orderly parking. <br /> <br />Staff stated that if parking were the main concern and <br />that there could be safety problems because of a lack of <br />definitive parking spaces, paving and striping could be <br />a condition of the special use permit. <br /> <br />Commissioner Knuth commented that the applicant's general <br />statements about parking were far from the requested <br />definitive parking study requested. He stated that the <br />applicant as an alternative should reduce the capacity <br /> <br />SP-104 <br />9:40 P.M. to <br />10:14 P.M. <br />
