<br />August 12, 1982 <br /> <br />.. <br /> <br />APPLICATION FOR SPECIAL USE PERMIT <br />SP-106, RICHLAND INC. <br /> <br />PURPOSE <br /> <br />To consider a request for a special use permit to have an amusement <br />center in the Rice Creek Shopping Center. <br /> <br />BACKGROUND <br />APPLICANT <br /> <br />/ <br /> <br />Richland, Inc. <br />Richard C. Ernst II <br /> <br />Generally the north end of the Rice <br />Creek Shopping Center across from <br />the Pizza Factory. <br /> <br />B-3, General Business <br /> <br />1. Section 5-240 allows amusement <br />centers by special permit. <br />2. Section 8-130 List the following <br />special use standards: <br /> <br />IINo special use shall be recommended <br />by the Planning Commission unless <br />s u c h shall fin d : <br /> <br />a. That the establishment, maintenance <br />or operations of the special use <br />will not be detrimental to or en- <br />danger the public health, safety; <br />morals, comfort or general welfare. <br />b. That the special use will not be <br />injurious to the use and enjoyment <br />of other property in the immediate <br />v.icinity for the purposes already <br />permitted, nor substantially <br />diminish and impair property values <br />within the neighborhood. <br />c. That the establishment of the <br />special use will not impede the <br />normal and orderly development and <br />improvement of the surrounding <br />property for uses permitted in the <br />district. <br />d. That adequate utilities, access <br />roads, drainage and/or necessary <br />facilities have been or are being <br />provided. <br />e.
