HEAD'S APPROVAL: <br /> <br />NA <br /> <br />MANAGER'S REVIEW/RECOMMENDATION: <br />No comments to supplement this report ~. <br /> <br />Comments below/attached <br /> <br />EXPLANATION/SUMMARY (attach supplemental sheets as necessary): <br />EXPLANATION <br />Comprehensive Medical Care, P.A. has made application for a .tax exempt mortgage for a <br />12,000 square foot medical clinic to be located in the downtown New Brighton area. The <br />application is for the amount of $1.7 million. <br /> <br />( <br /> <br />Comprehensive Medical Care, P.A. is a medical association that currently owns and operates <br />medical clinics in Coon Rapids, Champlin, Ramsey and St. Michael. The proposed New <br />Brighton Medical Center would proivde health care services on a fee-for-service, prepaid <br />health maintenance organization and occupational health basis. <br /> <br />The proposal is for the New Brighton clinic to be located on property the City currently <br />owns, on the north side of lOth Street NW, west of 5th Avenue NW and just south of 1-694. <br />The applicant is very much interested in beginning construction ~et this Fall. If this <br />project is to proceed there are a number of issues to resolve, including; completion of <br />a development agreement, review of development concept by Downtown Advisory Board, review <br />of special use permit and building permit applications by Planning Commission and sub- <br />sequent review of all the above, including the application for the tax exempt mortgage by <br />the City Council. <br /> <br />The Downtown Advisory Board is scheduled to meet on October 6th and tentatively the <br />Planning Commission will be meeting on October 14th to review the clinic plan. <br /> <br />The issue at hand is whether the proposal for a tax exempt mortgage for the New Brighton <br />Medical Center is worthy of further consideration. In that regard the use is, as evident, <br />for the downtown area which as our policy guidelines state should be given IIspecial con- <br />siderationll. In addition, the proposed use is a high quality, professional use which has <br />the ability to draw people to an area which has obvious benefits to other properties down- <br />town.
