<br />November 10, 1982 <br /> <br />APPLICATION FOR SPECIAL USE PERMIT <br />SP-108, SPECTRUMd-_ <br /> <br />PURPOSE <br />To consider a request for a special use permit to establish an amuse- <br />ment center in the Rice Creek Shopping Center. <br /> <br />BACKGROUND <br /> <br />APPLICANT <br />LOCATION <br />ZONING: <br /> <br />Eric Aaron <br />Rice Creek Shopping Center <br />B-3, General Business <br /> <br />ATTACHMENTS AND REVISIONS <br />The following attachments are provided for receipt at the public hearing <br />and consideration by the Planning Commission: <br /> <br />1. Letter from Phyllis A. Ked1, The Wardrobe dated <br />October 20, 1982; <br />2. Memo and map from Chief John Kelley dated <br />November 9, 1982; <br />3. Letter from Richard Ernst dated November 9, 1982; <br />4. Petition from shopping center tenants dated <br />October 27, 1982; <br />5. Letter from Eric Aaron in response to letter from <br />The Wardrobe owner dated November 8, 1982; and <br />6. Letter from Eric Aaron regarding security guard <br />dated November 8, 1982. <br /> <br />Also attached are the revised Rules for the Amusement Center and the <br />revised floor plan for consideration. The revision involved the <br />removal of locking the mall door at 6:00 p.m. and eliminating the <br />outside entrance on the north side. <br /> <br />STAFF COMMENTS <br />Responsibilities in the shopping center area were delineated at a <br />meeting between the applicant, Mr. Ernst, Chief of Police and City <br />Planner. While it was decided that the responsibility for dealing <br />with problems in this area was integrated between all parties involved, <br />the followinq plan of action was devised to deal with any future <br />problems: <br /> <br />1. The applicant would have a security guard on Friday and <br />Saturday evening to monitor the mall area to provide <br />additional supervision, i.e. control; <br />2. Shopping Center owner would provide additional bike rakes <br />located away from mall entrance; <br />3. Owner would also post no loitering signs and signs <br />pertaining to bicycle parking; and <br />4. Police Department would continue to monitor the area as <br />in the past and respond to resident complaints as also <br />done in the past. Police inspection of the shopping <br />center area will of course increase as a result of <br />enforcing the amusement center license which falls within <br />their jurisdiction. <br />
