HAGLUND

Ms. Joan Archer, City Planner
City of New Brighton
City Hall
New Brighton, Minnesota

Re: My Client: Spectrum 2
Amusement Center - Rice Creek Center

Dear Ms. Archer:

This will confirm my understanding of our conversation the morning of
November 17, 1982 regarding the employment of a security guard by my
above-mentioned client for Friday and Saturday evenings from 7:00 p.m.
until closing of the amusement center. My client is to have a security
guard as stated above until about April when the licenses are due for
annual renewal. In the event my client believes that it would be appro-
priate and acceptable that he not have a security guard at certain
times, for example in case a blizzard completely obliterates traffic
or on an evening when there are only three or four players at the
amusement center late in the evening, then he might, under such extra-
ordinary circumstances dispense with the services of a security guard.

In the event he does not have a security guard under circumstances as
described above, he will, on the Monday morning following, call you
personally at 633-1533 and explain exactly why he did without the
services of a security guard for the time involved.

lam sending my client a copy of this letter, and I will ask him to
keep a calendar of the occasJ.ons when he believes the City would waive
the requirements for a security guard.

Please advise if you feel that there is any misinterpretation on my
part of the arrangement.

Thank you for your kind attention.

In the event there is anything further you wish to discuss on this, please
call me, and if there is anything I believe I should discuss with you,
I will call you.

Gerald M.
