DATE: March 17, 1470 <br />CASE NUMBER: VN 66 <br />APPLICANT: SALEM COVENANT CHURCH <br />LOCATION: Southwest quadrant of the intersection of Silver Lake Road and <br />5th Street Northwest. <br />REQUEST: Variance from strict provisions of Sections 14-010 and ]4-020 of <br />Ordinance 188 Village of New Brighton; to erect an institutional <br />sign in accordance with the Attached Drawings. <br />PLANNING CONSIDERATIONS: <br />The proposed sign for the Salem Covenant Church as indicated in the attached drawings <br />consists of a concrete retaining wall covered with exposed aggregate on the top and <br />sides. This wall would bear the Church name in aluminum letters and a Bulletin Board <br />measuring 5' x 3' 6" on one end. <br />The sign at ground level is approximately 44 feet long and somewhat less than 6 feet <br />high at the center point curving to ground level from the center point to both ends. <br />Thus, the bulk of the sign is low and should provide no problems for traffic visability <br />if it is properly located on the site. <br />While the whole monument is considerably in excess of the maximum size normally <br />allowed in residential zones, the following factors should be given consideration: <br />1 . No specific provisions are made for institutional type signs within the <br />Ordinance. <br />2. The sign serves primarily an identification function as opposed to an advertising <br />function. <br />3. The open area surrounding the sign if placed according to the provided drawings <br />is substantial. <br />4. The sign structure compliments the Architectural design of the Church itself <br />being the same in shape and size as the main sanctuary window. <br />We would recommend that the variance for size be granted, but the minimum setback re- <br />quirements for the R-1 Zone be strictly adhered to for traffic safety reasons. <br />
