<br />DATE: September 21, 1971 <br />CASE NUMBER: PRD-17 <br />APPLICANT: Belmar Builders <br />LOCATION: East 400 feet of the South 1/2 of the SW 1/4 of the SW 1/2 of Section 30, <br />Township 30, Range 23, fronting on County Road E <br />REQUEST: Approval of preliminary 'PRD request <br />PLANNING CONSIDERATIONS: <br />The property under consideration is hilly and covered primarily with hardwood vegetation <br />with Oak as the principal variety. The area is zoned R-1 single family. Several older, <br />marginal structures including a double bungalow and a small house presently occupy the <br />site. <br />The 'PRD request indicates that a total of 31 townhouse units be approved for construction <br />on the site. Quick count of units on the site plan indicates 32 units proposed. Density <br />requirements for PRD in the R-1 zone allow only 31 units on a 5.7 acre site. <br />The indicated ground floor area coverage is calculated at 39,510 square feet or 63% of <br />the maximum allowable coverage in a PRD developed in an R-i area. (see New Brighton <br />Zoning -Code Section 11-350, paragraph f) <br />The developer has indicated that the townhouses if constructed will be sold and the grounds <br />held in common by the property owners. However, no proposed covenants have been <br />provided with the application. <br />Other minor difficulties have been encountered in the review of the subject property. <br />Under the New Brighton Zoning Code, Section 11-320 Application, paragraph C, sub- <br />paragraph 1, all data required on a preliminary plat should be i~uded in the PRD <br />request. Comparing the proposed site plan with the boundary I i ne survey document, i t <br />is evident that a roadway easement of 30 feet has been dedicated along the south half <br />of the east side of the property. Some clarification of this matter is in order. <br />• <br />
