I I I Council Meeting Minutes January 26, 1988 Brandt indicated that Representative Gordon Voss spoke to the Ram- sey County Charter Commission; he views the county as administra- tive arm of the State and not-an entity to be developing its own policy; Voss has proposed legislation which he feels will address the concerns the counties have with regard to the Capital Improve- ments problems and would permit counties to bond for those; and smaller counties would have reverse referendums. Sinda reported he serves on the League of Minnesota Cities/Nation- al Association of Housing Redevelopment Authority Committee and the feeling they have gotten from a few senators and representa- tives is that there probably won't be enough time to get into sub- stantive changes in the tax increment financing law in this ses- sion; changes that would be made would be minor ones upon which all sides could agree. Benke asked if staff was aware the IRS ordered that we begin pay- ing federal gas tax; Sinda has seen it and will follow up on it. Williams asked that the Dispute Resolution Center's request for funds be placed on the February 9, 1988, City Council meeting agenda. Berger reported approximately 70 people have responded the Commu- nity Recognition Dinner invitations.
