t
i
i
April 18, 1974
TO: The Honorable Mayor and Members of the Council
FROM: Thomas F. Lewcock, City Manager
RE: Conditions Regarding 7-Eleven Center, County Road E and
Silver Lake Road-
Following are the Council actions relative to the 7-Eleven Center at
County Road E and Silver Lake Road. We have not included actions
relative to setting of hearings or deferrals where there was no
other substance to the motion. Motions have been paraphrased with
annotations added where appropriate.
1. June 26, 1973: Council approved issuance of a building permit in
conformance with plans signed by R.C. Ernst and dated 6/26/73.
Motion further contained a provision that various stores be
indicated for service or retail use. (Store No. 2 was labeled for
a 7-Eleven store, Store No. 3, a cleaners, and Store No. 1, as a
beauty and barber shop. Store number one is currently vacant.
With the designated uses sufficient parking was available. Thirteen
stalls were assigned to the beauty and barber shop. If a beauty
and barber shop did not occupy Store- One, any other service use could
occupy the premises and still fall within parking requirements. For
service uses the requirement is 1 stall for every 150 sq. ft. of
gross floor area. Retail business could also occupy the premises
and meet the parking requirements if no more than 1105 sq ft of
the total 2,000 sq. ft. were used as retail sales area. The code
requires 1 stall for every 85 sq. ft. of retail sales area.)
2. October 9, 1973: 7-Eleven wall sign was approved.
3. October 23, 1973: Letter received from Keith Harstad relative to
plot plan error and the City ordered stop action. (The letter
detailed how the error in survey was made, noted that a revised site
plan was being prepared, and requested council to continue
construction .) ? 51?P D?a?,P /5SUE'(? /Q,//? /?7 3 ?ermission The council approved the go ahead on construction with the
following stipulations: (1) A variance application for parking
and landscaping be applied for; (2) No temporary certificate be
issued until receipt of abstractor's certificate; (3) No final
certificate until variance processed and ruled upon by the council;
(4) That parking along Silver Lake Road be angular.
