<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 13, 1987 <br /> <br />Benk~ asked if research had been done on the impacts of gambling; <br />Franke indicated his office had not done a study on the social im- <br />pacts of gambling, but stated there will always be problems. <br />Franke stated an advantage is having the city being the first line <br />of control for licensing, and indicated each organization must post <br />the house rules (ie. maximum number of checks per person). <br /> <br />In response to Williams's request, Franke explained funds are spent <br />two ways: allowable expenses (cost of doing business), which are <br />determined by the Board; and lawful purpose expenditures (some of <br />which are not charitable). <br /> <br />Franke gave examples of lawful purposes: 1. Helps people (educate <br />them, physical improvement, religious advancement, self-esteem); <br />2. Working with local governing bodies (providing services or re- <br />lieving the burden of government); 3. Helping local governing <br />bodies on structures and buildings they are constructing or main- <br />taining (ice arenas); 4. Improve, maintain, repair or expand a <br />premises the organization owns or leases; and 5. The tax payment <br />the organization makes to the state and federal government for law- <br />ful gambling. <br /> <br />Regarding the three percent "enforcement fee," legislation recently <br />revised the law so that three percent of the net profit from chari- <br />table gambling could go back to the local government body with two <br />restrictions: 1. It must be spent for the enforcement of lawful <br />gambling, and 2. Its distribution must be reported to the Board on <br />March 15th of each year (Franke asked for help in designing a re- <br />porting form). <br /> <br />Kelley had no comments, but indicated staff is writing, for council <br />approval, an ordinance amending the city1s code to reflect legisla- <br />tive changes. <br /> <br />(No action required, no action taken.) <br /> <br />Kelley reviewed staff report concerning contracts for limited ani- <br />mal control service in Falcon Heights and in St. Anthony, explained <br />New Brighton was contacted by Falcon Heights who will be paying for <br />all time and mileage. <br /> <br />In response to Benke's inquiry, Kelley stated the estimated level <br />of service for Falcon Heights is approximately twelve calls per <br />year and slightly higher for St. Anthony.
