Benke stated a liability concern is that people know when they are in the park and when they are not. Because this project seems to be too close to the edge of the park, Benke asked that the build- ing be moved toward the north and that the property line be straightened out through landscaping. Sorenson stated they would comply with the requests. In response to Benke's concern for a quality development, Rezac stated they are looking backwards from the rent and cutbacks would show on the inside rather than the outside; the exterior and land- scaping will be first class, while the inside will not have a swimming pool or a sauna, but will emphasize social functions (van for grocery shopping and banking) and will be nice without being luxurious or spacious. Benke asked if the team had talked to the residents in the area about their needs and their receptivity to the project; Rezac re- sponded their intent is to talk with the four homeowners and the owners of the apartment building within the next week, assuming the council gives the team the indication they wish the team to proceed with the project. Williams and Blomquist stated it looks like a nice project. Motion by Williams, seconded by Blomquist, to AUTHORIZE CITY STAFF TO PREPARE A DEVELOPMENT AGREEMENT WITH THE ARK HOUSING DEVELOP- MENT TEAM. 5 Ayes - 0 Nayes, Motion Carried Motion by Blomquist, seconded by Williams, to WAIVE THE READING AND HOLD THE FIRST READING OF AN ORDINANCE AMENDING THE CITY CODE TO ESTABLISH THE MAYOR AND COUNCILMEMBERS. SALARIES. 5 Ayes - 0 Nayes, Motion Carried Motion by Blomquist, seconded by Gunderman, to WAIVE THE READING AND ADOPT A RESOLUTION ADOPTING THE BUDGET AND AUTHORIZING THE 1988 ANNUAL BUDGET. 5 Ayes - 0 Nayes, Motion Carried Williams complimented staff, city manager, and Egan on the budget process; Gunderman and Benke concurred. Announcements and Updates Council asked staff to see what can be done about improving the cable broadcast (reduce buzzing noise and snow, use larger letters on character generator, light the display area, etc).
