Undue hardship; <br />2. Unique circumstances, and; <br />3. Applying to property. <br />It is further stated that a variance is `not justified unless <br />all three elements are present in the case.: <br />Discussion: <br />The applicant has submitted an application for a building <br />permit to construct a neighborhood shopping center located, <br />west of Silver-Lake Road and south of Mississippi Street: As <br />discussed in the. report for LP-35, the applicant has-shown the <br />main driveway on Silver. Lake Road being forty-five (45~ ,feet <br />in width. The maximum-driveway width. allowed in commercia <br />districts is thirty-six (36) feet. <br />The applicant has indicated that the proposed driveway <br />width is essential to the access for the proposed shopping <br />center. The applicant has further- indicated that the drive-- <br />way has been so designed on the recommendation of the Ramsey <br />'County Traffic Engineer. <br />As discussed in the LP-35 report, we have concerns for the <br />location 'of this driveway and for the general circulation off" <br />vehicles. Also,as;noted in the LP-35 report, it may be desr- <br />able to .conduct a traffic study to define the various al erna- <br />tives-.and solutions. <br />
