September 28, 1976 <br />TO: Thomas F. Lewcock, City Manager <br />FROM: James F. Winkels, City Planner <br />SUBJECT: Traffic Proposals for Rice Creek Plaza <br />At its September 15th meeting:,. concern was stated for the <br />number of driveways on Silver,Lake Road and also for the general <br />internal/external circulation patterns of the proposed shopping. <br />Centex. <br />Since that meeting the applicant,. R.G.E. Corporation, has. <br />had a. consulting firm study .the situation and report on possible.: <br />alternatives. The applicant and consultant have provided new <br />information in the form of actua rather than estimated; <br />traffis volumes during peak hours,_a revised proposed plan <br />for driveways off of-Silver Lake Road, and,-two alternative <br />designs for driveway location-that were considered. <br />The. updated traffic volume sketch indicates.thatactual <br />traffic is higher than the estimated volume, particularly for- <br />northbound traffic, which 'is shown .to be nearly double that <br />estimated in the September 7 Traffic impact Ananysis. The. <br />consultant has indicated,`however,-that he sees no change in <br />the estimated number of trips generated as a result of the <br />proposed development. <br />.The revised-proposed plane the. applicant and consultant <br />have provided has as its main features the closing of the <br />Super Valu's southern driveway on.Silver.-.Lake-Road and the <br />closing of the Taco John's driveway on Silver. Lake Road. In <br />addition, the main driveway for the shopping center has been <br />positioned approximately five (5)..feet'.farther south which <br />would create a sl ht off-set in_al nment with the-driving <br />g g <br />lane located directly in front of the shopping'center. The <br />applicant has indicated that the owners of the Super Valu and <br />Taco John's have agreed to close.-.the above mentioned driveways. <br />In an ag~eement'to close the. Taco John driveway the;R.CE. <br />Corporation would pro~ride'access'to Tack John's from. the <br />southern shopping center driveway running just south of the <br />~. <br />proposed .steak house. <br />
