..~:;
- i
-:
,_
Board of Review -2- Dec. 21, 1976
`Brown asked why`the Herbst want to-buy Txact B.
Mr. Swenson explained that 'there is 'merely the-opportunity to purchas:::
the parcel at this time and it would be usable property .when they
larger:Her3~st site is .developed.
Wick land questioned whether additional right-of-way could be
acquired for a public road.
The City Planner noted that Mounds View is also interested in
creating a public road in this area, though it may not be possible
for Mounds View to acquire land for.such a road..
Bohling asked if it was urgent for the variance to be acquired.
Bohling stated that he felt there were some unanswered questions
invol~ring the City of Mounds View. Bohling indicated that ..the
Planning 'Commission should be concerned with the overall prc:blems
of access to the Herbst property. ,
\_
Wickland noted-that this request will not change the situation
regarding access to the Herbst Property.
Motion by Wickland, seconded by Brown, to recommend. approval of
VN-168 in that this change in property owners has not changed the.
eventual problem of having to construct a road to service .the Herbst
property. Further, it has neither increased or decreased the
difficulty in providing the road. In addition, the hardship has, to
do with the existing platting of the land-and the lack of road access
to a large area of land.
Bohling asked 'if the applicant could provide the warrants for the
variance. Bohling stated he wasn't sure a hardship existed.
Partyka noted that he also had a problem with establishing what thee:
hardship is in this.
Brown stated that he did .not think this request was a detriment to'
the public welfare or impairing-the intent of the platting regulation
