<br />III <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 25, 1987 <br /> <br />Robinson stated he would be amenable to such a motion; and, in re- <br />sponse to Brandt's question, he stated the entrance to the garages <br />would be about in the center of the property. <br /> <br />5 Ayes - 0 Nayes,Motion Carried <br /> <br />Council Business <br /> <br />Mattila reviewed staff report regarding a preliminary plan for <br />subdividing a 4.98 acre parcel into 13 single family lots. <br /> <br />Benke asked if this plat is consistent with the previous plan for <br />the site; Mattila indicated drainage and utilities were fairly <br />identical, but.noted the applicant has removed an existing single <br />family home, there will not be an outlot, and the current proposal <br />indicates planting an evergreen buffer. <br /> <br />Brandt commented when the matter came before the Planning Commis- <br />sion neighbors expressed concern about drainage and asked if it <br />will create an increase in the size and impact to those neighbors. <br /> <br />Mattila assured council, in addition to the normal procedure in <br />obtaining the Rice Creek Watershed District's (RCWD) approval for <br />the project, he would work with the Rice Creek Watershed District <br />on these specific concerns; and the pond, which was previously ap- <br />proved by the RCWD, is designed to hold all development in the <br />area. <br /> <br />Brandt questioned the current plight of Birch Pond with regard to <br />drainage. As that item was not on the agenda, it will be discus- <br />sed in the IIAnnouncements and Updates II portion of the agenda. <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING <br />AND ADOPT A RESOLUTION MAKING FINDINGS OF FACT AND GRANTING PRE- <br />lIMINARY APPROVAL OF PL-162, SUBJECT TO CONDITIONS; AND ASKED <br />STAFF TO BRING COUNCILMEMBER BRANDT'S ABOVE-STATED CONCERNS <br />REGARDING THE SIZE OF THE DETENTION POND TO THE ATTENTION OF THE <br />RICE CREEK WATERSHED DISTRICT. <br /> <br />Regarding the drainage, applicant Marcel Eibensteiner commented it <br />looks likely he will have to dig a pond on the northeast corner to <br />restrict drainage before it goes into the next pond; he will hire <br />an engineer; if there is a problem on the north side that the pro- <br />ject cannot correct, it will not be his responsibility; and he be- <br />lieves everything will balance out correctly and he will do the <br />best he can. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Mattila reviewed slides of the building and the staff report con- <br />cern i ng a request to amend the s i 9n plan to a 11 ow for wa 11 sign <br />and ground sign identification for Silver Lake IGA. <br /> <br />Applicant had no comments. <br /> <br />Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROVING AN AMENDMENT TO THE SIGN PLAN FOR 151 <br />SILVER-LAKE ROAD. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page 4 <br /> <br />Council Business <br />PL-162 <br />lnnsbruck Est. <br />Report 87-218 <br />Resolution 87-90 <br /> <br />SP-144 <br />IGA Stores <br />Report 87-219 <br />Resolution 87-91 <br />
