<br />I <br /> <br />I <br /> <br />III <br /> <br />Council Meeting Minutes <br />August 25, 1987 <br /> <br />Benke stated he does not like the eighth unit setting out so far <br />and asked what alternative site arrangements had been reviewed; <br />McCalla indicated various options had been reviewed but indicated <br />the height of the proposed building is less than 24 feet (which <br />may even be decreased by three or four feet) and the trees are 35 <br />feet high; all units will have a view of the lake, and she feels <br />the proposed plan is the best possible for the site. <br /> <br />Benke noted the site is a block or so north of the entrance to the <br />city; McCalla feels the site will be aesthetically pleasing and <br />the proposed plan has preserved as much green space as possible. <br /> <br />Gunderman share'd McCa 11 a I s concern regardi ng ample green space and <br />the tree, and suggested...granti ng temporary approval to get the <br />project moving. <br /> <br />Brandt still, had concerns about whether or not the proposed park- <br />ing is adequate; recalled an earlier discussion with property <br />owner to the north; and would feel better if additional parking is <br />provided. <br /> <br />Mattila stated the Planning Commission also explored the issue at <br />the public hearing and, based on the fact that one space per unit <br />is required according to the ordinance, the applicant is providing <br />two spaces per unit plus three visitor spaces so the Commission <br />felt adequate parking was being provided. <br /> <br />Benke stated the difference is that one of those spaces is inter- <br />nal rather than the traditional external and understands the Com- <br />mission is working on a review of all parking requirements. <br /> <br />McCalla stated Mr. Raag (the northerly neighbor) had about 25 <br />parking spaces which could be used for overflow parking, and noted <br />there is a large corner on the southeast corner of the property <br />which could be blacktopped. <br /> <br />Mattila stated the Planning Commission had explored the possibil- <br />ity of leasing some stalls from the adjacent commercial property <br />to the north for visitor parking, but felt the applicant was meet- <br />ing the requirements of the ordinance so it did not pursue the <br />discussion. <br /> <br />In response to Williamsls questions, McCalla stated an error had <br />been made in the plans (hallway would be included in the final <br />plans), then further explained that dollars will not be invested <br />in the final plans until approvals have been given. <br /> <br />Realizing council can do nothing about interior plans, Williams <br />stated he had reservations about them. <br /> <br />Motion by Blomquist, seconded by Gunderman, to WAIVE THE READING <br />AND ADOPT A RESOLUTION APPROVING SP-142, CONTINGENT UPON THE AP- <br />PROVAL OF A SUBDIVISION. <br /> <br />Benke believes there are better ways to develop the area (includ- <br />ing Windsor Green) and the site, and noted the proposed plans have <br />errors as noted by Williams. <br /> <br />Page 6 <br />
