<br />III <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 25, 1987 <br /> <br />Sinda clarified the state law addresses only those female <br />positions below the 90% line; most of those above the 110% line <br />are police officers in binding arbitration. <br /> <br />Gunderman asked, once the job hierarchy is established, how future <br />dollars are impacted; Berger responded the approximate $31,000 in- <br />crease would be built into the base and would be in all future <br />budgets. <br /> <br />With regard to the job hierarchy, Gunderman asked, if negotiations <br />result in a ten percent increase, if all positions would increase <br />by that amount~ Sinda responded essentially they would. <br /> <br />Gunderman asked if the cjty can adopt a comparable worth equaliza- <br />tion factor without adopting a hierarchy; Berger responded that <br />salaries are not necessarily driven by job evaluation points so <br />the city is not obligating itself to certain pay practices. Berger <br />did not, however, that some jobs will drop below the 90% line if a <br />bargaining unit has a large increase; and stated the study is a <br />subjective evaluation technique and the city will always review <br />point values and job descriptions. <br /> <br />Benke noted the fallacy is that comparable worth does not tie into <br />market values. <br /> <br />Berger clarified why some positions were given benchmark scores <br />versus those given jurisdictional scores. <br /> <br />In response to Blomquist's question, LeFevere stated if a plan is <br />not adopted by August 1, 1987, there could be human rights viola- <br />tions or an injunction to compel the city to adopt a plan. <br /> <br />LeFevere further explained that there is a state mandate to adopt <br />a plan; the plan can be amended from time to time; if litigation <br />arises, the law gives cities almost no guidance, other than to <br />adopt a plan; and believes this type of plan is being adopted very <br />widely throughout the state. <br /> <br />Benke asked if there was any discussion of follow-up in the Metro- <br />politan Area Management Association; Sinda indicated there is no <br />movement in that direction exists at this time. <br /> <br />Motion by Brandt, seconded by Williams, to APPROVE THE METHOD FOR <br />IMPLEMENTING THE COMPARABLE WORTH LAW EFFECTIVE JANUARY I, 1988. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Announcements and Updates <br />Benke reviewed the itinerary for the Brighton delegation week-end. <br /> <br />Benke stated the League of Minnesota Cities <br />75th Anniversary and is asking if cities would <br />in May of 1988; and asked Sinda to select a <br />the matter. <br /> <br />is celebrating its <br />like to participate <br />committee to pursue <br /> <br />Page 8 <br /> <br />Announcements and <br />Updates <br /> <br />Brighton Week-End <br /> <br />LMC 75th <br />Anniversary <br />
