Public Hearing
VNjl78
November 9, 977 - 8:00 P.14.
Request: VN-178, Council approval of fence having barbed wire
and exceeding height limitations.
Applicant: City of New Brighton
Location: Generally south of 5th St. Nil. and west of Silver Lake
Road.
Zoning: Property designated on zoning map as public property
which assumes the zoning of the most restrictive
classification of adjacent land, which is R-l, single
family residential.
Attachments:
1. Application
2. See enclosed site plan.
3. Location map.
Ordinance Requirements;
The newly adopted fence ordinance `states that in an R-1 district
fences in the front yard cannot exceed 3-1/2 feet in height and
must be 75% open. Barbed wire fences are not permitted in an
R-1 district.
Discussion:
The City of New Brighton has recently had constructed a 10 foot
in height fence around Well Houses 5 and 6 and the reservoir just
south 'of 5th St. adjacent to the Minneapolis reservoir. 920 feet
of chain link fencing was constructed which joins the City of
Minneapolis fence and matches: that fence in height. The New
Brighton fence is approximately, 600 feet along-the ' eastern border
and 3-20 feet along the northern border adjacent to 5th St. The
variance is required as,the fence exceeds 3-1/2 feet in height
and because the°top 1 foot is barbed wire.
While the fence was constructed to match the City of Minneapolis
fence, the `prime reason for- the height and barbed wire is to
protect the city well houses and reservoir from vandals which
in `turn protects the water supply for many residents of the city.
It is for this reason, i.e.` the preservation of the public health,
safety and welfare, that the administration` feels this application
meets the warrants for the variance.
