Request: VN-178, Council approval of fence ha-?iing barbed wire <br />and exceeding height limitations. <br />Applicant: City of New Brighton <br />Location: Generally south of 5th it. rna. and west of Silver Lake <br />Road. <br />Zoninq: Property designated on zoning map as public property <br />which assumes the zoning of the most restrictive <br />classification of adjacent land, which is R-1, single <br />family residential. <br />Attachmctits : <br />to Application <br />2. Location map. <br />Ordinance ReQuir:?ments: <br />The newly adopted fence ordinance states that in an R-1 district <br />fences in the front yard cannot exceed 3-1/2 feet in height and <br />• :rust be 75% open. Brrbed wire fences are not permitted in an <br />9-1 district. <br />Discussions <br />The City of New Brigh4--on ha-, recently had constructed a 10 foot <br />in height f^nce around Tell Dus`s 5 and 6 and the reservoir just <br />south of 5th St. adjacent to the Minneapolis ,reservoir. 920 feet <br />of chain link fencing was constructed which joins the City of <br />Minneapolis fence and mat-cs that fence in heigrht. The New <br />Brighton fence is appro.?,.:imately 600 feet along the eastern border <br />and 320 feet along the northern border adjacent to 5th St. The <br />variance is required as the fence exceeds 3--1/2 :Eeet in height <br />and because the top 1 foot i ':)arbeed wire. <br />While the fence was constructed to match the City of Minneapolis <br />fence, the prime reason for the height and barbed wire is to <br />protect the city well houses and reservoir from vandals, which <br />in turn protects the water supply for many residents of the city. <br />It is for this reason, i.e, the preservation of the public health, <br />safety and welfa7l.e, that the administration fee!F this appl.icat-ion <br />meets the warrants for the variance, <br />•
