<br />EXTRACT Ok' MINUTES <br />BOARD Ok' REVIEW <br />May 22,1978 <br />VN-184, Keith Harstad <br />The City Planner reviewed his comments.. Mr. Keith Harstad, <br />applicant, was present to answer questions. Mr. Harstad <br />stated that he would like to build the basement floor at a <br />929.00 elevation. He stated that the adjacent pond elevations <br />in 1976 were 925 and 924. He stated that he does not feel that <br />the City Engineer could prove that. the high water mark has been <br />928.14 as this figure was based on a neighbors comment. <br />Mr. Harstad noted that the neighboring homes were built at a <br />928 elevation and that their basements were dry two years ago. <br />Mr. Harstad stated that l foot does not sound like a great <br />difference, but it would require another 16 inches of dirt for fill <br />which-could create a problem in not filling into the ponds. <br />Mr. Harstad stated that it was not in the best interest of <br />anyone to raise the floor an additional 16 inches and that his <br />proposal was the most intelligent thing to do. <br />Commissioner Williams asked why the home was being constructed <br />so near to the northern pond. <br />Mr. Harstad stated that the present location is the only one on <br />which a home could be built. <br />Commissioner Lang asked how far above the high water mark the house <br />would be at a 929 elevation. <br />Chairman Brown noted it would be less than 1 foot. <br />Mr. Harstad stated that it has never been proven that 928.14 <br />was the actual high water mark. <br />Commissioner Lang noted that we do have the ordinance requiring <br />a certain elevation above the high water mark. Lang also. <br />noted that with increased development and reduction in the <br />number of storage pond areas the frequency of 100 year storms <br />is likely to also increase. <br />Commissioner Anderson noted that the science of predicting run-off <br />is not exact. Anderson indicated that you have to look at the <br />practicalities of the situation and in that regard this home <br />would be more protected at the 929.00 elevation than the <br />neighboring homes are at their elevations. <br />
