~ III

I

I

Council Meeting Minutes
August 11, 1987

As Beisswenger would be closing on her property tomorrow, she did
not want to table the action; Benke asked City Engineer and City
Planner to meet with Beisswenger at her property tomorrow morning
to show her just where the additional right-of-way would lie on
her property.

Motion by Williams, seconded by Blomquist, to CLOSE THE PUBLIC
HEARING.

4 Ayes - 0 Nayes, Motion Carried

Motion by Williams, seconded by Blomquist, TO WAIVE THE READING
AND ADOPT A RESOLUTION APPROVING A SUBDIVISION OF CERTAIN PROPERTY
WITHIN THE CITY OF NEW BRIGHTON.

4 Ayes - 0 Nayes, Motion Carried

Benke noted receipt of Councilmember Brandt's written comments re-
garding the staff report on No Right Turns onto Palmer Drive from
Brighton Village.

Sinda asked that council accept the petition and stated, if coun-
cil wishes, staff can give another recommendation.

In response to Benke's question, Proper stated seven years ago he
had recommended the signs be removed and, even though there has
been a lot of history since that time, he had not changed his
recommendation.

Benke concurred there has been a lot of history but a commitment
had been made that there would be a sign in place.

Gunderman reviewed the history and stated the final compromise was
the No Right Turn signs; as time goes by he can see why people
would want the signs removed; and, in response to petitioners
question C'What are we going to do with traffic on Silver Lake
Roadll), would like to see the situation again reviewed.

Benke stated there is a real concern from those living in the
neighborhood that Palmer Drive/Robin Lane is becoming a by-pass
for the Silver Lake Road/14th Street Route; may need to take down
the signs to see if those concerns are real.

Gunderman believed removing the signs may bring other problems;
and suggested there may be another way of routing traffic that may
be more favorable.

Rather than having the signs removed on a trial basis, Gunderman
believes all concerned should be invited to a Public Hearing;
Benke's concern is that the result would be a matter of opinion
rather than reality and indicated a need to get a handle on the
realities (what would happen if we take down the signs?).

Gunderman asked staff to review Brandt's note and then determine
whether or not a public hearing was needed; Benke concurred, and
asked the City Engineer to provide input as to criteria that would
measure the values of having the signs removed.

Page 3

Council Business
Right Turn/Palmer
Drive exits
Report 87-199
