October 13, 1978 <br />APPLICATION FOR VARIANCE <br />VN-196, CARL50N <br />PURPOSE <br />Consideration for request to subdivide property into two lots <br />having less than the required width and also not having frontage <br />on a publicly dedicated street. <br />BACKGROUND <br />APPLICANT: Clint Carlson <br />LOCATION: 1315 12th Avenue N.W. <br />ZONING:- R-1, Single Family Residential <br />Several weeks ago Planning Commission reviewed a request from the <br />applicant to subdivide his property into the two (2) lots now <br />proposed. That variance application covered only the problem of <br />having less than the required width. Since that Board of Review <br />meeting the City Council has been considering that variance <br />application (VN-191) and there have arisen several questions <br />that have led to Mr. Carlson withdrawing that variance application <br />and resubmitting an application for both reduced lot width and <br />for not having access to a public street. <br />The questions that arose at the Council Public Hearing included <br />whether or not there was in fact a public street, drainage questions, <br />the potential impact on adjacent property and whether or not the <br />warrants for variance were present. <br />As the •applicants attached statement of reason-for the variance <br />indicate the applicant is proposing to dedicate an additional <br />17 feet beyond the 8 feet already dedicated for road purposes. <br />This would provide a 25 foot width road easement which the applicant <br />states could be used for putting a public street in the future to <br />develop the property to the west and north. While a public street <br />is not being requested at this time the dedicated right-of-way <br />would give the City an option regarding future development of the <br />property to the north and west.. In the interim the applicant is <br />proposing that the home located on the northern proposed parcel <br />be granted a driveway easement over the dedicated right-of-way. <br />The use of the existing 8 foot driveway by one additional home. <br />would appear to have a minimal effect on traffic in the area. <br />
