December 15, 1978
APPLICATION FOR VARIANCE AND BUILDING PERMIT
VN-200, LP-78
PURPOSE
To consider an application of Berger Transfer and Storage, Inc`. to
construct a warehouse/office building and a service building.
BACKGROUND
APPLICANT: Berger Transfer and Storage, Inc.
LOCATION: Generally east of 9th Avenue`S.W., north of 3rd,
Street S.W. and west of Old Highway #8.
ZONING: 1-2, Heavy Industrial
The applicant proposes to construct a 92,000 sq. ft. warehouse, a.
16,000 sq. ft. office building (attached to the warehouse building)
and a 20,000 sq. ft, service building on a site of 8.295 acres.
The proposed buildings meet the regulations in the zoning code for
setbacks, height, floor area ratio and number of parking spaces.
However, a variance is required because the zoning code states
that an off-street parking lot in industrial districts is not
permitted in any front yard or any side yard bordering upon a
street. The site is somewhat unique in that it is completely
enclosed by public street making it difficult to design a parking
lot that would meet code.
The applicant has indicated in designing the parking area, that
an attempt has been made.to minimize the number of spaces located
close to Old Highway #8. In addition, the applicant is proposing
a 6' berm along Old Highway #8 in order to screen the parking lot
and the buildings from the road.. The parking areas will be
completely enclosed with concrete curbing and the area will have
the required dustless surface.
The unique circumstance of this proposal is that the area is
enclosed by public streets. However, before a variance is granted
the applicant should reduce the visual impact of the parking lot
through extended landscaping.
The proposed landscaping is, insufficient in terms of screening and
softening the buildings and.parking areas. The berm should be
extended around the northeastern corner of the site. Additional
planting should include trees that hold their leaves such as
evergreen and pines. Scrubs and bushes should be used to soften
the.long edge of the warehouse building and the berm.
