t <br />f <br />VN-203, LP-81 <br />Page #2 <br />Site and Planting Plan" submitted by the applicant indicates that <br />the site can be designed to allow for the required 35 parking <br />spaces. <br />The applicant has a unique circumstance because of the type of <br />business and number of employees. The hardship would be the <br />-construction of the excessive number of parking spaces. The <br />applicant's proposal of sodding and landscaping would create <br />a desirable appearance for the site rather than the large <br />amount of the curbing and paving. <br />However, the applicant's site plan indicates concrete curbing <br />only on the radii of the two driveways and a long the western <br />edge of the building. In a B-3 district concrete curbing is <br />required to enclose the entire parking area. The applicant's <br />reasons for not including the required curbing is so that the <br />proposed parking area can later be developed to provide for 35 <br />parking spaces. Some type of curbing or bumper stops should be <br />required to protect the proposed landscape area. <br />The building plans indicate that painted one-score concrete block <br />will be used as an exterior wall treatment on the street sides <br />of the building. It is staff's opinion that this type of block <br />is a decorative block or equivalent as required by the zoning <br />code. <br />The site and landscape plans are incomplete in that grade and <br />contour plans, drainage plans and the provision for refuse storage <br />are not indicated. With the above exceptions and the variance <br />request, the site plans as submitted meet all zoning code <br />requirements. <br />RECOMMENDATION <br />Staff recommends that Council continue the public hearing on <br />VN-203 until the Council has held the second reading and taken <br />action on the Council Initiated Rezoning R-105 which relates <br />to this property. <br />Staff also recommends that no action be taken on the request <br />for a building permit, LP-81 because of the pending rezoning <br />of the property.
