CONCURRENCE OF RAMSEY COUNTY1S BID AWARD FOR LONG LAKE ROAD, <br />NORTH PHASE. <br /> <br />Proper noted Wayne Leonard, Ramsey County, would be present at the <br />next council meeting to review plans for Long Lake Road construc- <br />tion. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Locke updated council on the dialogue to date covering council ac- <br />tion on June 9, 1987 (approving a special use permit with agree- <br />ment relating to future needs for parking on site at lrondale High <br />School), and meetings with School District's staff and attorney <br />along with New Brighton's City Attorney to try to put together <br />covenants that would go with the property to address the cityls <br />concerns. Locke indicated the document before the council dated <br />July 14, 1987, is a product of those discussions. <br /> <br />Locke indicated specific changes to wording of the Agreement would <br />be on page 6 (Section 5e) where a standard (i.e., criteria) by <br />which additional parking would be required on-site; noted alter- <br />nate language for this section was also before the council; indi- <br />cated they both alluded to the same criteria; however, the <br />language in the second draft was somewhat less cumbersome. Locke <br />stated this criteria was probably the "key" ingredient of the <br />Agreement inasmuch as it served as a "trigger" to require <br />additional parking spaces. <br /> <br />Locke continued that the council also has a copy of a resolution <br />which would approve the special use permit and would include ref- <br />erences to the Agreement/Covenants; and revises the special use <br />permit (Resolution 87-72) adopted by council on June 9, 1987. <br /> <br />In response to a request from Benke, Locke reviewed the steps the <br />council would have to go through before additional parking would <br />be required (i.e., a map is attached to the Agreement which shows <br />lrondale neighborhood split into "sub areas," indicating streets <br />currently having parking regulations to discourage student parking <br />and others [poppyseed] proposed for parking regulations, and also <br />additional areas in which the city could place regulations in con- <br />junction with standard outlined in Section 5e of the Agreement. <br /> <br />Benke reiterated the steps for posting and/or additional parking <br />per the Agreement. LeFevere informed council they were not obli- <br />gated to post!nY streets unless they wish to enforce the Agree- <br />ment; it as noted at the present time Poppyseed is the only street <br />being considered for posting. <br /> <br />LeFevere noted all streets would be subject to conditions of the <br />Agreement, including poppyseed, and, although the city was not ob- <br />ligated to even post Poppyseed at this time, such a consensus had <br />been agreed upon with area neighbors on this street. <br /> <br />Page 2 <br /> <br />Long Lake Road <br />Project - Ramsey <br />County's Bid <br />Award <br />Report 87-187 <br /> <br />Council Business <br /> <br />Irondale High School <br />Expansion Project <br />Report 87-177 <br />Resolution 87-178 <br />
