-2-
According to Section 11-040 of the zoning code where there are
practical difficulties-and unusual hardships in carrying out the
strict letter of the provisions of the zoning code the council
may approve a variance from those regulations. In this particular
proposal the applicant contends that the additional parking spaces
are needed to facilitate the persons who will be installing the
equipment in the new addition. Installation will be completed by
the spring of 1981 and at that time:the applicant has indicated
that the parking area will be replaced with the previously
approved landscaping. The applicant feels that without this short
term parking area a hardship.will result in the employees having
to park on Cleveland Avenue which is a county road. The parking
on this county road could result in safety, traffic and road
maintenance problems.
Staff concurs that the firm is in need of additional parking spaces
and the area proposed is the only area available for the parking.
It appears that it would be a hardship for the company to have its
employees park on a county road. The unique circumstance is that
this firm requires such a lengthy time for installation of
equipment. During the construction period for most companies, off-
street parking is not regulated until the end of construction.. In
this case, once the building is completed, there still remains
a lengthy time period in which equipment is installed.
If the proposed parking.area is approved, it should.be oiled to
avoid any dust control problems and should be screened from the
view`of persons traveling along Cleveland Avenue. However, the
screening should not reduce visibility of cars traveling in and
out of the site. In addition., the variance should only be approved
for a designated time period.
In summary, it appears because of potential safety, traffic and road
maintenance problems the warrants are present for granting the
variance for a set time period.
PLANNING COMMISSION CONSIDERATION AND RECOMMENDATION
EXTRACT FROM MINUTES
BOARD OF REVIEW
REGULAR MEETING
- AUGUST 22, 1979
VN-208, NORTHWESTERN BELL
Staff briefly reviewed the request of the applicant.
Dick Martinson, representing Northwestern Bell was present to answer
any questions.
Council Representative Senden questioned the need for the two (2)
additional driveways off of Cleveland Avenue.
