RESOLUTION NO <br />STATE OF.MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING APPLICATION <br />VARIANCE APPLICATION VN-208 <br />WHEREAS, An application for a Variance entitled VN-208 <br />has been made by Northwestern Bell. Telephone Company to permit <br />a s,ho.rt-term parking area with less than the required front <br />yard setback; lack of the required concrete curbing and <br />dustless surface and having more than thepermitted number of <br />driveways. <br />WHEREAS, The procedural history of the application is as <br />follows: <br />1. That an application for Variance, VN-208 was filed <br />with the City of New Brighton on August 6, 1979. <br />2. That such. application was reviewed by the New Brighton <br />Planning Commission Board of Review on August 22., 1979. <br />3. That the City Council, pursuant to published and mailed <br />notices, held a public hearing on August 28, 1979, all <br />person's present at the hearing were given an <br />opportunity to:be heard. <br />• 4. The written comments and analysis of the City staff, <br />the Planning Commission minutes and recommendations <br />were considered. <br />NOW THEREFORE BE IT RESOLVED, That the New Brighton City <br />Council makes the following Findings of Fact in respect to <br />VN-208; <br />1. That the applicant. needs 16 additionaT, parking <br />spaces; <br />2. That a hardship would result if the employees of the <br />applicant were required to park on the street <br />because of potential traffic, safety,and road <br />maintenance problems; <br />3. That the time period to install equipment in the <br />newly completed addition is unique to this <br />particular company; <br />4. That there is no location in a permitted area on <br />the site that would accommodate the needed parking <br />spaces. <br />BE IT FURTHER RESOLVED, That the Application, VN-208 <br />is hereby approved subject to the following conditions: <br />1. That the parking lot be designed to make use <br />• of only the existing driveway for access and <br />that the parking be adjacent and perpendicular <br />to the existing building; and <br />2. That the proposed parking area have a 6 foot <br />fence on the north and east sides to screen <br />the parking from the public right-of-way; <br />and; <br />3. That the parking area be oiled to provide a <br />means of dust control; and <br />Q??
