<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />April 28, 1987 <br /> <br />Page 5 <br /> <br />Schmidt stated the residents need to be reminded that a number of <br />feet belong to the public and Leonard has tried to not use all of <br />the right-of-way, taking into consideration the problems and con- <br />cerns that have been expressed over the last two years. <br /> <br />Norell indicated he spent $5,000 to install a concrete hammerhead <br />turnaround and asked if serpentining would be acceptable in order <br />to save some of the concrete and trees; Proper indicated he would <br />be concerned about the serpentining getting out of control and in- <br />dicated serpentining would be acceptable in some cases where trees <br />are concerned because some day the trees would be removed and the <br />sidewalks could be straightened out. <br /> <br />Leonard indicated the County encourages hammerhead turnarounds, <br />but discourages turnarounds in the right-of-way; in this case, he <br />sees an exception, but would be concerned about liability regard- <br />ing pedestrian safety (pedestrians would be using city's sidewalk <br />which is also a portion of the owner's driveway); and suggested a <br />small curb be installed. <br /> <br />John Myslajek, 1820 Long Lake Road, with regard to digging up the <br />roadway, advised of a potential problem with having heavy equip- <br />ment moving over the existing sewer line in his area; likes second <br />IISII curve and wants it to stay narrow, sharp and blind as no one <br />has been rear-ended and wants city to be responsible if they <br />change that curve; as homes were constructed, drainage was change, <br />and is concerned with flooding if sewer is changes; and felt the <br />sidewalk would bring smoking walkers who would endanger the nat- <br />ural forest in that area. <br /> <br />Schmidt summarized Myslajek's comments by stating, IIIf it works, <br />don't fix it; if you do, be responsible.1I <br /> <br />With regard to 1-694 to 14th Street, Brad Oosterhuis, 1290 Long <br />Lake Road, asked about his brick turnaround driveway; Proper indi- <br />cated plans are not final at this time, but sees no problem with <br />incorporating some type of turnaround driveway into the plans. <br /> <br />Schmidt stated the purpose of the meeting is to get concerns to <br />staff to be addressed before plans become final. <br /> <br />Oosterhuis asked that the drainage problem on his property be <br />addressed; and asked what the city's policy is for restoration (is <br />losing ten trees which are both visual and sound barriers and <br />would like to have them restored); Proper recalled the pine trees <br />and lilac bushes can be transplanted, but the cottonwood, which is <br />in the right-of-way is large and cannot be transplanted. <br /> <br />Oosterhuis asked that the city notify the residents, rather than <br />having to have the residents come to the city to have concerns ad- <br />dressed. <br /> <br />Brandt asked if the brick driveway is primarily on the public <br />right-of-way; Oosterhuis stated it is, but his attorney advised it <br />is something that was put in as a safety precaution and Oosterhuis <br />
