~. j <br /> <br />f <br />RESOLUTION NO <br />i STATE.OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING APPLICATION <br />FOR VARIANCE VN-206 <br />WHEREAS, An application for a variance entitled VN-206 <br />has been made by the R.C.E. Corporation to permit an increased <br />number of dwelling .units under a Planned Residential Develop- <br />ment for property located south of Mississippi Street, north <br />of Rice Creek Road and west of Rice Creek Shopping Center. <br />WHEREAS, The procedure] history of the application`is as <br />follows• <br />1. That an application for VN-206 was filed with the <br />City of New Brighton on June 13, 1979. <br />2. That such application. was reviewed by the New <br />Brighton Planning Commission Board of Review on' <br />June 19, 1979. <br />3. That the City Council, pursuant'to published and I <br />~ mailed notices, held a public hearing on July 10, <br />19.79, all person's present at the hearing were given <br />an opportunity to be heard. <br />4. The written comments and analysis of the City staff <br />the Planning Commission minutes and recommendations <br />were considered.: j ;. <br />NOW THEREFORE BE IT RESOLVED, that the New Brighton Gity <br />Counci-l makes the following Fndingsiof Fact in respect to <br />VN-206. <br />1. That the property is currently coned mostly B-3, <br />General Business. <br />2. That the property is surrounded by a. mixture of <br />land uses which include single family homes. to the <br />west; two-family homes to the north, a shopping <br />center ,and intense .commercial area. to the east <br />and a medium density,rental'apartment complex to <br />the. 'south. <br />3. That the proposed Comprehensive Plan indicates the <br />property in question as a-low density residential <br />.area. Furt-her,.that a slightly higher density <br />could be. considered provided the development plan <br />provides adequate amounts of private open-space and <br />land for public park use. <br />4. That the Comprehensive Plan states that development <br />of the subject- property should be through the <br />Planned Residential Development (PRD) procedure and <br />should include a variety of housing types. <br />5. That the Comprehensive Plan also indicates that the <br />northwest corner of the City is the only remaining <br />. neighborhood not served by a neighborhood park. <br />6. That the Park Board. has indicated a desire for a <br />park of up: to 7 acres at the location in question. <br />7. That the applicant he's applied for anal the City Council <br />has approved a preliminary PRD application that <br />includes a variety of housing units and a 5 acre parcel <br />proposed to be dedicated fora public park. a <br />~; <br />~,. <br />
