September 23, 1982
To: Joan Archer, City Planner
From: Maurice H. Anderson, Director of Parks and RecreationMt9f,-,,-?
Re: Grading Plan Meadow Wood Park
Richard Ernst has proposed revisions to the grading plan previously
approved by.the City Council and the Rice Creek Watershed District.
My understanding of his proposal is that he wishes to have the
park at approximately its present elevation and to reduce the size
of the northerly pond.
I concur with Mr. Ernst's'recommendation that the amount.of fill
removed to date is adequate. There will be no negative impact
on the park if the fill removal is halted at this point.. In fact,
it will make construction and subsequent maintenance easier if fill
removal is halted.
There are two problems associated with the proposed reconfiguration
of the northerly pond. The proposed change will cause additional
water storage on the park as well as storage on the park for a
longer period of time than required by the previous plan. In
addition,'the new configuration of the pond shows steep banks that
could become quite dangerous to young children, when water is_present
in the pond. For these reasons neither the Park Board or staff can
support the changes in the ponding as proposed by Mr. Ernst. -
I recommend that the grading plan be amended to reduce the fill.
removal to its present amount, retain the original. configuration
and size of>thepond area and to direct staff_to,prepare final
grading plans for fall 1982 implementation.
