<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />Apri 114, 19t3/-- <br /> <br />Page 10 <br /> <br />Proper had nothing to add to the staff report concerning the city <br />hall parking lot plans. <br /> <br />City Hall <br />Parking Lot <br />Plans and <br />Specifica- <br />tions <br />Report 87-98 <br /> <br />In response to Brandt's concern, Proper indicated the illumination <br />strength of the ornamental fixtures versus the globe fixtures are <br />about the same and indicated the ornamental fixture can have a <br />timer installed to have the lights shut off at Midnight, whereas <br />the globe fixtures would shine from dusk to dawn. <br /> <br />Brandt noted only the ornamental light plan has a light by the <br />stairway by the Police Department and asked if it would be <br />feasible to add that light regardless of which option is selected; <br />Proper felt a light in the location could be added no matter which <br />fixture was selected once the parking lot lights are in place. <br /> <br />Motion by Schmidt, seconded by Williams, to APPROVE THE CITY HALL <br />PARKING LOTS PLANS WITH THE THREE SQUARE PLANTING ISLANDS AND THE <br />STREET LIGHT (RATHER THAN ORNAMENTAL) LIGHTING OPTION; AUTHORIZE <br />PUBLICATION OF BIDS; BIDS TO BE OPENED MAY 14, 1987, AND PRESENTED <br />TO COUNCIL AT THE MAY 26, 1987, COUNCIL MEETING FOR CONSIDERATION <br />OF AWARD. <br /> <br />Brandt indicated she would like to see the lights on all night. <br /> <br />Benke asked that light not shine in homes; Proper indicated the <br />lighting would be directed downward and would not be a problem, <br />except perhaps in winter when the light may reflect off the snow. <br /> <br />For the Team Building/Strategic Planning follow-up session, a ten- <br />tative date of May 18, 1987, at 5:30 p.m. was set pending approval <br />by consultants. <br /> <br />Team Building/ <br />Strategic <br />Planning <br />Follow-up <br /> <br />Announcements and Updates <br /> <br />Announcements <br />and Updates <br /> <br />Purchasing <br />Process <br />Dispute <br />(IDS) <br /> <br />Mike Awada, representative of lOS, reviewed the process by which <br />the city purchased a high-speed copier; Benke understood an order <br />was signed conditionally upon council approval and suggested Awada <br />work with staff to be placed on the agenda. <br /> <br />LeFevere understands the order was signed by unauthorized person- <br />nel and suggested 105.s attorney be in touch with him if there <br />were any further questions. <br /> <br />In response to Awada's comment, Benke felt confident citizens <br />would be pleased with the selection process and has no problem <br />with the quality of the decision council made previously this <br />evening. <br /> <br />Gunderman advised the schedule for the May 12 and 26, 1987, tour <br />has been set: six different groups will be in city hall at 6:00 <br />p.m. to tour city hall and the various departments; at 7:00 p.m. <br /> <br />Student <br />Council <br />Leaders <br />Tour <br />
