' Minutes <br />PAGE #2 <br /> <br />Mr. Fornell pointed out that the intent of municipal liquor eras for <br />control of the. quality and the atmosphere and also to some degree <br />provide for reason-able profitability to the City of New Brighton. <br />He~felt that the City with this proposal for a wine bar could control <br />the quality and the atmosphere at this particular location. <br />Commissioner Elmquist questioned the profitability of this type of <br />bar and wondered if the bar was not successful if the nature of the <br />bar would change in the future. <br />Commissioner Sande questioned the internal circulation of the shopping <br />center and inquired if the traffic analysis had been completed by the <br />City Engineer. <br />Motion by Sande, second by Livingston to <br />resolution under BE IT FURTHER RESOLVED, <br />approve and analyze the internal traffic <br />shopping center access and the access to <br />s •to . <br />5 Ayes - O Noyes, Motion Carried <br />add an Item #3 in the proposed <br />3. That the City Engineer <br />flow in regard to the <br />the Municipal Liquor Store <br />Commissioner Knuth suggested that the Board further consider three <br />additional amendments to the resolution: <br />1. That a marketing study be prepared to determine the <br />.profitability of this project; <br />2. That the inefficient energy system of the Liquor <br />Store be analyzed and that the proposed addition <br />address the energy concerns of not only the new <br />addition but also the entire structure; and <br />3. That the profit from the operation of the wine bar <br />be earmarked for the Long Lake Regional Park <br />development. <br />Mr. Grau indicated that it was the City's policy to spend the funds <br />from the Liquor Store developments for worthwhile community projects. <br />He noted that a market study or market research had been done by <br />staff with the assistance of an outside consultant and that the study <br />included the necessary demographics to determine the credibility <br />of this project. He further noted that a maxi-audit had been <br />completed on the liquor store and that City staff was presently <br />considering what improvement could be made to that facility. <br />Commissioner Baker stated that in regard to the question of parking <br />and the resulting variance request that the warrants for such a <br />variance appeared to be present. He stated that the three conditions <br />while they might be a concern of the Planning Commission were not <br />in the .realm of the consideration of that board. He voiced concern that <br />the Planning Commission would take action on a request for a develop- <br />ment proposal and a variance on the basis of its marketability and <br />profitability for the City of New Brighton. <br />
