Jxnes P. DeBenedet, P.E.
.11
ineering Consultant
nu

October 22, 1980
MEMO TO: Les Proper, Jim Winkels, and Morrie Anderson
FROM: James P. De Benedet, P.E. Y6Park Place Drainage Plan

I have reviewed my files regarding the above referenced project
to better define responsibilities regarding the implementation of
this drainage plan and the agreement reached between the developer,
RCE Corporation and the City of New Brighton. My understanding
of the agreement is as follows:
1. The grading plan was approved by the Park Board, City Council
and the Rice Creek Watershed District. I am sending a copy of this
grading plan to Les: with his copy of this memo.
2. The City of New Brighton agreed to install the outlet
structures, the storm sewer pipe and two storm water detention
ponds as part of Project 80-8. These improvements were to be`
assessed directly back to the benefited properties, which were those
properties which contributed drainage to this area.
3. RCE Corporation is to remove the extra earth in the area of
the park. They are to do this over a period of 1-1/2 to 2 years.
4. The City will final grade the park according to the above
referenced plan at the time of park development.
5. Although the ponds constructed under the improvement Project
80-8 will retain most of the storm water, at times of heavy rain-
storms some of the storm water will spread out into the park for
a short period of time. So soon after the rain stops, the water
level should recede to the point where it is contained wholly
within smaller ponds. The approximate extent of ponding out into
the park was shown on Figure 2 of my engineer's report and feasibility
study for Project 80-8.
If you do not concur with the above statements please contact me
at your convenience to discuss any differences or concerns which
you may have..
a
2146.Silver Lake Road New Brighton, MN 55112 (612) 631-1780
