Most of those <br />w items would as a matter of procedure be handled concurrently <br />Z with <br />your applications. <br />z At this time, staff cannot officially receive your applications <br />w for special use permit and building permit. The State EQB <br />z regulations which pertain to your proposal to construct a 200 <br />w ton per day Waste to Energy facility require the EAW be prepared <br />Q by the Metropolitan Council and/or PCA. This procedure specifically <br />states the City cannot give final approval for permits until the <br />~ EAW process is complete. Staff will not receive your applications <br />~, for these permits because these permits if approved are final <br />~ approval. A building permit and a special use permit do not have <br />z a two-step process and if approved are final. <br />0 <br />= Staff recommends that you make application for a special use permit <br />~? and a building permit at the time when the 30 day comment period is <br />~ in affect for the EAW. This procedure provides for the City Council <br />0° and Planning Commission to consider the findings of the EAW and the. <br />z final permits at the same time. <br />p If you would like input on your proposal prior to formal considera- <br />~ tion, the Planning Commission conducts "Concept Discussions" in <br />which the proposal is discussed. <br />U <br />Enclosed is the application and your check.
