<br />- <br /> <br /> <br />~J <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held <br />Tuesday, January 13, 19~, at 7:30 p.m. in the municipal building, 803 Fifth Avenue N.W. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Brandt, Gunderman, and Williams (arrived at <br />7 : 42 p. m. ) <br /> <br />Absent: <br /> <br />Schmidt <br /> <br />Also <br />Present: <br /> <br />Henry Sinda, City Manager <br />Kevin Locke, Community Development Director <br />Margaret A. Egan, Finance Director <br />Gary Berger, Administrative Assistant <br />Charlie LeFevere, City Attorney <br /> <br />Council Minutes <br /> <br />Counc il Mi nutes <br /> <br />Motion by Williams, seconded by Schmidt, TO APPROVE THE MINUTES <br />OF DECEMBER 9, 1986 AND TO DEFER APPROVAL OF THE DECEMBER 23, <br />1986, MINUTES TO THE JANUARY 27, 1987, MEETING. <br /> <br />Commission Minutes <br /> <br />Commission Minutes <br /> <br />Mayor Benke, with consent of council, received the ENvironmental <br />Quality Commission minutes of December 10, 1986. <br /> <br />Mayor's State of the City Statement <br />Mayor Benke gave the following State of the City statement: <br /> <br />"Fellow councilmembers, staff, friends, and neighbors. As we begin our Centennial <br />celebration in New Brighton, I would like to take a few moments to reflect on our <br />past and to offer several observations on our future. I wish that I had the <br />ability to wax eloquently about the significance of this Centennial. It is a <br />unique, once in a lifetime event for us and I am looking forward to a fun year. <br /> <br />"We would not be here today and our circumstances would be different had our <br />original residents not endured hardships we can only imagine. Throughout our <br />first century, hard-working people have joined together to build the city we see <br />today. The process of building New Brighton has not been easy. Our history is <br />filled with legends about political battles, changing industries, economic <br />hardships and debates about if, or how, we should grow. We have changed from the <br />day when farms and stockyards formed the basis of our existence. And we have <br />been successful. We have beautiful homes, healthy businesses, excellent schools, <br />and talented people. We need to look no further than Pike Lake School to find <br />evidence that we rate with the best in the world. <br /> <br />"In many ways, 1986 was a year of transition, an appropriate way to conclude the <br />century we will build on. Among our successes I would include: the formation of <br />the Centennial Commission, a true partnership of all our people; completion of <br />the City Hall addition, with remodeling of the old building coming soon; <br />completion of the requirements for designation as a Star City, the beginning of <br />our new development efforts; agreement on Veterans Park renovation plans, with <br />major efforts coming in 1987; substantial progress in rebuilding the streets and <br />utilities in the neighborhood near downtown, a reinvestment in our future; <br />rebuilding of our Community Development staff, a challenge we did not expect just <br />
