<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 13, 1987 <br /> <br />CDuncil Business, continued <br /> <br />Schmidt feels it is most appropriate for an item such as this to <br />be pulled from the agenda to review our procedures and to let <br />staff know councilmembers do review these things and moved, <br />seconded by Benke, to WAIVE THE READING AND ADOPT A RESOLUTION <br />DECLARING NON-SUFFICIENT CHECKS AS NON-COLLECTIBLE DEBTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Announcements and Updates <br /> <br />Benke announced that Sinda, Schmidt, City Engineer Les Proper, <br />and he will be traveling to Chicago Friday, January 16, 1987, to <br />speak with the EPA. <br /> <br />Schmidt stated as a result of staff meetings conducted with <br />Senator Durenberger's past and present aides and we are taking <br />the trip on the basis that this preliminary step will document <br />exactly what our damages have been and, under the refunding of <br />Super Fund, we hope we can be persuasive. <br /> <br />Williams announced the next Ramsey County League of Local <br />Governments meeting will be in Roseville on Wednesday, January <br />21, 1987. <br /> <br />Sinda updated councilmembers on the court consolidation issue <br />stating the Chief Judge does not want to discuss the matter; will <br />be meeting with LeFevere and city managers from the other three <br />cities to discuss litigation (cost to be about $1,500 per city). <br /> <br />LeFevere stated the other possibility is the legislative side <br />because it is likely that that is where the issue will be resolved; <br />and noted some legislators believe it is wise to pursue both at the <br />same time. LeFevere has drafted a resolution for Sinda to propose <br />to some of the other affected cities (stating their opposition to <br />the court consolidation issue, lending their name to a lawsuit, and <br />pledging their money); and asked for this council's commitment <br />before asking the other cities to support the resolution. <br /> <br />Benke believes we need to pursue both and asked staff to keep <br />councilmembers advised of the proceedings. <br /> <br />Schmidt advised council the North Central cable system has uni- <br />laterally changed all channel alignments and sent letters to sub- <br />scribers indicating what new services would be provided and how it <br />would be lined up; but they failed to mention where public access <br />would be relocated, etc. The question arises whether or not they <br />can move public access off the first tier; and now the schools are <br />not able to pick up the higher end channels and converters will <br />have to be changed.
