Page 2
August 2, 1985
City of New Brighton, Planning Commission
City of New Brighton, City Council
The properties adjoining our north and south property lines are residential
properties. We have large semi-trailer trucks moving about our property
and in and out of our driveways at all times of the day and night. The
extension of the fence forward of our building provides a safety feature
to preclude pedestrian traffic from passing too close to the entrance
of our yard. The fact we are between residential properties in an "industrial"
area is somewhat unique.
When we purchased the property we found that we had a well and pump on the
property. This well and pump is located in the northwest corner of the
property approximately thirty feet in front of the building line and approxi-
mately sixty feet from the curb on Old Highway 8. When we submitted our
plot plan to the city for approval we overlooked this fact. The result was,
we ended up with the pump sitting outside the fence. Recognizing this over-
sight during construction we moved the fence to enclose the well.and pump
in the yard. We are now aware that this was wrong.
We have been contacted by the Minnesota Pollution Control Agency. The P.C.A.
has expressed a desire to use this well as a ground water monitoring site
in its study of contamination originating at the arsenal property. If we
move the fence, we will leave the pump and well unprotected and subject to
vandalism and damage, not to mention the hazard of the 480 volt power supply
which powers the pump motor.
JLJ/b
Enc.
