One of Fridgin's <br />' suggestions was to require citi- <br />zens to pay a user fee to the city <br />before putting fish houses on the <br />- lake. <br />"But the outcry would be so <br />great," Fridgin said, "and I don't <br />think it would cut down the prob- <br />- lem that much. In some cases, <br />: there's no way to get around it. <br />It's just like if someone throws <br />an empty six-pack in your yard. <br />You're the one who picks it up." <br />Fridgin said lake users need to <br />take more responsibility for <br />leaving the lakes as they find <br />them. <br />"The lakes themselves are <br />public property," Fridgin said. <br />"The lake belongs to all of us." <br />A fatter fee for putting a fish <br />house on a lake might help the <br />problem, Anderson said. The <br />DNR currently charges $3 per <br />fish house. <br />"If the DNR would drastically <br />increase the fee, maybe it could <br />pay for a solution," he said. "But <br />the city can't afford to pay an <br />attendant to sit out on the ice all <br />day during ice fishing season. <br />People with fish ,:houses are <br />only causing about 50 percent of <br />the problem, Anderson said. Van- <br />dals and other lake users are <br />partly responsible for the mgss. <br />"I really think the problem is <br />being taken care of reasonably <br />well," he said. "I'm not sure it <br />can be done any better." <br />Lake users will have to do the <br />rest, he said. - <br />"I don't see a practical solu- <br />tion short of the ecological <br />movement," Anderson said. That's not <br />the case with adoption, he point- <br />ed out. <br />However, some large compa- <br />nies now offer assistance to their <br />employees in paying for adop- <br />tion, Carter said. <br />It may be a sign that there's <br />increasingly more understanding <br />about adoption. <br />"People who have children <br />easily, or who don't want chil- <br />dren can't always understand <br />why anyone would want to go <br />through the time and the wait- <br />ing," Mrs. Carter said. "There <br />was some anxiety involved. We <br />wondered if the agency would <br />take us.
