"But the outcry would be so great," Fridgin said, "and I don't think it would cut down the prob- - lem that much. In some cases, : there's no way to get around it. It's just like if someone throws an empty six-pack in your yard. You're the one who picks it up." Fridgin said lake users need to take more responsibility for leaving the lakes as they find them. "The lakes themselves are public property," Fridgin said. "The lake belongs to all of us." A fatter fee for putting a fish house on a lake might help the problem, Anderson said. The DNR currently charges $3 per fish house. "If the DNR would drastically increase the fee, maybe it could pay for a solution," he said. "But the city can't afford to pay an attendant to sit out on the ice all day during ice fishing season. People with fish ,:houses are only causing about 50 percent of the problem, Anderson said. Van- dals and other lake users are partly responsible for the mgss. "I really think the problem is being taken care of reasonably well," he said. "I'm not sure it can be done any better." Lake users will have to do the rest, he said. - "I don't see a practical solu- tion short of the ecological movement," Anderson said. However, some large compa- nies now offer assistance to their employees in paying for adop- tion, Carter said. It may be a sign that there's increasingly more understanding about adoption. "People who have children easily, or who don't want chil- dren can't always understand why anyone would want to go through the time and the wait- ing," Mrs. Carter said. "There was some anxiety involved. We wondered if the agency would take us. And we were so afraid we'd say the wrong thing." For the Carters, like other multiracial families they know, it was all worth it. "We're a family," said Mrs. Carter, "even if we don't all look alike."
