December 4, 1981 <br />TO: Maurice Anderson, Director of Parks and Recreation <br />Park Board <br />FROM: James W. Fornell, City Manager <br />RE: 1982 Capital Improvement Program <br />The purpose of this memorandum is to explain my recommendation <br />as to capital improvement priorities for 1982 and specifically <br />the Park and Recreation Department's program, as approved by the <br />Park Board. <br />In a memorandum to the City Council dated November 3, 1981, I <br />recommended that the capital improvement priorities be (in order <br />of priority): <br />1. Completion of deep wells. <br />2. Fire Station-Public Safety Building/City Hall remodeling/ <br />Park and Recreation offices - Golf Course Clubhouse. <br />These improvements are interrelated. <br />3. Downtown liquor facility. Under the latest draft of the <br />Joint Development Agreement with Kraus-Anderson, the City <br />is to construct a "liquor facility". The agreement will <br />come before the Council shortly for consideration. <br />4. General public works improvements scheduled for 1982. <br />5. Energy conservation improvements. <br />6. Equipment purchases. <br />7. Park development. <br />8. South end liquor store unless the D.T. facility is "on" sale only. <br />The State Department of Health has directed the City to pursue <br />water supply options to guarantee a contaminant-free supply. <br />The Fire Station and City Hall buildings have some serious <br />deficiencies which create poor working conditions, inefficiencies <br />and inconveniences. The City Hall has approximately the same <br />total space now as it did in the mid-1950's and the population, <br />service demands and staffing requirements are up considerably. <br />The liquor operation is a vital resource which has been used <br />to finance a number of public improvements, especially to <br />City parks. The City needs to maintain the quality of the <br />operation for present and future residents'benefit. <br />Investment in the City's public works facilities is very vital. <br />Streets, water lines and sewer lines are used by all residents <br />each and every day. To neglect these facilities would mean <br />poorer service and future high operational maintenance expenses. <br />
