<br />The attached Joint. Powers Agreement for operation and <br />maintenance of Long. Lake Park has been approved by the Ramsey County <br />Board and is to be considered by the New Brighton City Council. <br />The point powers agreement and the attendant action plan and let- <br />ter of understanding provides a framework for the development of <br />a master plan for the site, specifies operational responsibilities <br />of the City and County and sits an expiration/review date of <br />Dec. 31, 198. The city attorney is reviewing .the legal implications <br />of the agreement-and will present his findings to the council in <br />a separate report.' The following report was presented to the <br />New Brighton Park Board prior to their consideration of the <br />agreement. <br />June 25, 1981 <br />To: ~ New. Regarding Operation <br />and Maintenance of Long Lake Park <br /> <br />The Ramsey County Board on Monday, June 22nd approved the attached <br />joint powers agreement. The plan has also been approved in concept <br />by the Metropolitan Council and its committees.. <br />After review and comment by the Park Board, the New Brighton Council <br />will be asked to ratify the agreement. If the _Council ratifies the <br />agreement, Ramsey County staff, with considerable input from New <br />Brighton staff and Park Board, will begin preparation of a master <br />plan for development, maintenance and operation of the site. .The. <br />master plan must be approved by all three agencies. The master <br />plan to a large extent will"flesh out":.the joint powers agreement, <br />providing details of operation and procedures to follow in implementing <br />the agreement. <br />The agreement provides the following: (not necessarily in this sequence). <br />1. Ramsey County would purchase New Brighton's portion of <br />~_. the park, $600,000 - 1,000,000 depending on allowable costs. <br />This will likely require extensive negotiation. <br />-, <br />~ 2. Ramsey County would assume responsibility for all aspects <br />of the park development, operation and maintenance but <br />would in effect sub-contract the police, fire and beach <br />operation to the City. The City is currently providing <br />some of these services, and-based on good data, should. <br />be able to provide the additional. services for approxi= <br />mately 15,000 additional 1981 dollars. (A deaailed budget <br />is attached). <br />
