Regarding Operation <br />and Maintenance of Long Lake Park <br />The Ramsey-County Board on. Monday, June 22nd approved the attached <br />joint powers agreement. The plan has also been approved in concept <br />by the Metropolitan Council and its committees. <br />After review and. comment by the Park Board, the New Brighton Council <br />will be asked to ratify the agreement. If the Council ratifies the <br />agreement, Ramsey County staff, with considerable input from New <br />Brighton staff -and Park Board, will begin preparation of a master <br />plan for development, maintenance and operation of the site. The. <br />master plan must be approved by all three agencies. The master <br />plan to a large extent will "flesh out".the joint powers agreement, <br />providing details of operation and procedures to follow in implementing <br />the agreement. <br />The agreement provides the following: (not necessarily in this sequence). <br />1. Ramsey County would purchase L~Tew Brighton~s portion of <br />the park,$600,000 - 1,000,000 depending on allowable costs. <br />This will likely require extensive negotiation. <br />2. Ramsey County would assume responsibility for all aspects <br />of the park development, operation and maintenance but <br />would in effect sub.=contract the police,-fire. and beach.. <br />operation to the City.- The City is currently providing <br />some of these services, and based on good data, should <br />be able to provide the additional services for approxi- <br />mately 15,000 additional 1,981 dollars, (A detailed budget <br />is attached). <br />3. Construction yrould begin in 1982.. if all goes well. Operation <br />of the beach would likely begin 1983, <br />4. The agreement-would be reviewed in 1984 by all three agencies. <br />The .agreement appears to be a good one for all parties, It gets the <br />process moving without committing the City to greatly increased costs. <br />Most of the County's expenses will not occur until 1984, 85 or even <br />beyond when the park is fully developed and facilities begin to re- <br />quire maintenance. The agreement also satisfies most of the Metro <br />Council's policies. <br />
