RAMSEY COUNTY RECO:~ENDED ACTION PLAN FOR EXPEDITING <br />ACQUISITION, DEVELOPMENT, MAINTENANCE & OPERATION <br />OF <br />LONG LAKE/RUSH LAKE REGIONAL PARK ~~~~~~~ <br />~~~ <br />General ~]URp~S~s ®NL~ <br />1.1 Interested parties are (a) Metropolitan Cauncil, (b) County of Ramsey <br />and (c) City of New Brighton. <br />1.2 All parties recagnize the regional significance of the Long Lake/Rush <br />Lake park. <br />1.3 All, parties recognize that the County of Ramsey is the appropriate <br />patty to undertake the role of "implementing agency" to the Metropolitan <br />Council. <br />1.4 All parties recognize that existing dual ownership of Ramsey County <br />and the City of New Brighton are an impediment to expediting the <br />development of Long Lake/$ush Lake Regional Park. <br />Acquisition <br />2.1 The County of Ramsey will initiate a request to the Metropolitan Council <br />for an acquisition grant in the amount which is sufficient to reimburse <br />the "local share costs" of the City of New Brighton far the County's <br />acquisition of Long Lake Park. <br />2.2 The City of New Brighton will obtain all necessary approvals from the <br />State of Minnesota and the U.S. Department of Interior's Heritage <br />Conservation and Recreation Service, for .transfer of ownership of Long <br />Lake Park to the County of Ramsey to be incorporated within the de- <br />signated boundaries of Long Lake/Rush Lake Regional Park. <br />2.3 The County of .Ramsey will agree to accept title to Long Lake Park con- <br />tingent upon receipt of a grant guarantee from the Metropolitan Council <br />in the full amount of the "local share costs" to the City of New <br />Brighton. .The City of New Brighton will agree to the full transfer. <br />of title of Long Lake Park from the City to the County upon reimburse- <br />. ment of its "local share costs" as specified in a purchase agreement <br />to be subsequently concluded by the parties. <br />Development <br />3.1 Ramsey County will begin immediately upon execution of this agreement <br />to proceed with the process of obtaining all necessary approvals of <br />the development master plan for Long Lake/Rush Lake Regional Park. <br />3.2 Contingent upon final approval of a development master plan by the <br />Metropolitan Council, County of Ramsey, and City of New Brighton, then, <br />Ramsey County will request the release of alI programmed or escrowed <br />Metropolitan Council development funds for the Long Lake/Rush .Lake <br />Regional Park. <br />-1- <br />
