April 28, 1981
To; John R. Grau, Acting C//p~ity Manager
From: Maurice H. Andersc~4~irector Park and Recreation
Re: Metro Council Staff Report - Long Lake Park
Attached is a copy of the staff report on New Brighton's request for
implementing agency status. The report addresses the issue in a
straightforward manner, I do have some questions about alternative
#3.
There is some precedents for counties owning and operating parks out-
side of their boundaries. Hennepin County has parks in both Scott
and Carver Counties. This alternative has not been explored with
either Anoka or Ramsey Counties so their reactions are unknown at
this time. The City is not being asked to respond at this time,
however at the Metro Council hearing on Monday, May 4th the Open
Space Commission might ask for some informal response. Either Ramsey
County or the City can block this alternative if they desire.
The City will be making a presentation on the 4th. if either Park
Board or Council members have a desire to attend the location is
300 Metro Square Building and the time is 3:00 p.m. If you have
concerns or comments that you would like relayed to the commission,'
please contact me.
Based on discussion I have had with Metro staff, it appears likely
that this matter will be referred back to staff with direction for
further study of some aspects of the problem. Due to the complexity
of the issue, this appears to be a logical move and should allow
opportunity for development of an appropriate response to our request.
This referral will likely be two weeks in length and shouldn't sig-
nificantly delay the process.
attach.
