Philosophy <br />Page 3 <br />,. <br />4.' Preserve and enhance the aesthetic qualities or parks and open space.'' <br />5. Promote and encourage cooperative development of park and recreation ,' <br />activities and facilities between the City and other governmental <br />units. <br />POLICIES <br />1. There should be continued citizen participation in the planning, de- <br />velopment and evaluation of park and recreation open space facili- <br />ties and activities. <br />2. Acquisition and/or development of additional recreation open space <br />should emphasize location. <br />3. Where feasible, obstacles which isolate a neighborhood from a park <br />site should be avoided. <br />4, Local schools, both public and private, should be encouraged to de- <br />velop their recreational facilities and environmental study areas <br />in coordination with County and City plans. <br />5. The private sector should be encouraged to provide play areas in <br />residential areas, and to give public easements for pathways and. <br />trails when land is to be developed. <br />6, Park development should continue to provide a balance of facilities <br />• among the population age groups and between active and passive <br />recreation. <br />7. The protection and wise management of natural resources should be <br />in an integral and basic part of all park development plans. <br />8. Plans for development of roads, utilities and other. public and <br />private uses which would encroach upon or be adjacent to park <br />areas should be compatible with the park plans. <br />9. Park shelters should maintain a consistent building design provided <br />such design is compatible with the site and neighborhood. <br />IMPLEMENTATION <br />1. Allocate sufficient funds in the annual operating budget to include <br />planting and increased maintenacne and renewal of trees and grounds. <br />2. Expand cooperative agreements with other units of government and <br />School Districts 282 and 621 to fully utilize facilities and services. <br />3. Consider the acquisition of tax-forfeit or surplus government land <br />for recreation uses which are consistent with adopted park plans.. <br />4. Prepare and adopt an active program aimed toward protection and main- <br />tenance of the natural resources of each park, including preservation <br />of a minimum of 5Q~ (per parks of unbuilt upon, open land. <br />5. The Park and Recreation Department, in conjunction with the advisory <br />Park Board, should annually update their comprehensive park and <br />recreation open space plans. <br />2/26 <br />
