November 4, 1981 Park Board Minutes Page 2
Grimshaw, commented that the problem is not with the County, it is
• .Met Council.
Polzak said Met Council wants to give the money because it is dual
(City/County) ownership. Ownership gives you rights. These rights
can be contracted away. No one has objected to letting the County
.use or lease rights.
Anderson said that Met Council doesn't want money back. They want
to develop the land. They have a policy of eliminating small, local
governments from being implementing agencies. Ramsey County said
they would give us Rush Lake. Met Council said no development unless
all land is the County's.
Polzak said he is not saying they have to own the property but have
property rights.. .Met Council .should determine what they want in
park property. life. t~Te can tie purchase option to conditions. We
can dream up things that will negate purchase. We have to be smart
and think they may want to .sell out.
Schmidt said there was some discussion on this proposal with Dennis
Zylla, previous City Manager. Have reservations about the proposal
because of the complications with the three agencies involved.
Polzak said one agency can-have control. The guy from Anoka on Met
Council is real receptive to this. If interested, it will take some
time and some risk. There are disadvantages to the County. .what do
you want for .the City? If you have what you want then you don't need
this alternative. Maybe in 20 years someone will be thankful for the
opportunity to regroup.
Gunderman asked Johnson if he would like to take a look at this in
depth and determine if it has merit.
Johnson said he has always been interested. Tf it was a hard rule
that the land had to be transferred, can't believe this has never
come up before.
Anderson said this policy was formally adopted by the Met Council in
late 1980 or early 1981.
Polzak asked Anderson if he is saying no way.
Anderson said he is not saying a policy can't be changed. Think it
would be appropriate to pursue it and put something in writing. We
can talk about it forever but have to give them something in writing
and it must be in clear terms.
Gunderman asked Polzak if he was willing to help.
Polzak said there must be someone else in the City. Are there consultants
that can play .with the financial aspect of the project.
• Johnson said our new mayor might be a possibility.
Gunderman said he agreed with Anderson that if we don't get it in
writing it will die. Need one Park Board person to work with someone.
